Duties and Responsibilities

1) Complement preliminary desk research conducted by the Department and analysis gathered by the Department data on the situation around the right to a clean, healthy and sustainable environment (right to a favourable environment in the context of mountainous ecosystems): - Identify a list of priority climate change impacts/environmental degradation affecting human rights enjoyment, with a written analytical note explaining how and why the priorities were chosen (it is expected that the analytical note will be 20-30 pages). - Refine a list of the most critical human rights affected by climate change/environmental degradation. - Identify climate change-related laws, policies, and initiatives relevant to affected rights and groups. 2) Develop questionnaire/s (with a set of indicators) for the Ombudsperson Institute to document and monitor the right to a clean, healthy and sustainable environment (right to a favorable environment in the context of mountainous ecosystems), including related to: - The prevalence of climate change impacts/environmental degradation that impacts the enjoyment of human rights, and the compliance of national legislation regulating these impacts and environmental degradation with international norms and standards - The types of human rights that are most affected by climate change/environmental degradation. - Efforts by relevant state stakeholders to prevent and tackle climate change impacts/environmental degradation that impact the enjoyment of human rights and measures taken to ensure the enjoyment of human rights and compliance with the Aarhus Convention. - Overall compliance of climate change-related laws, including national legislation regulating impacts of climate change and environmental degradation, policies, and initiatives with international human rights standards and the Aarhus Convention. 3) Provide up to four briefings to the Department in a) using the developed questionnaire for monitoring and documentation of the right to a clean, healthy and sustainable environment (right to a favorable environment in the context of mountainous ecosystems). 4) Based on the outcome of the desk research, analysis of gathered data per the developed questionnaire/s, in close coordination with the Department and ROCA, support the institute to produce an analytical framework (report) informing the situation on the right to a clean, healthy and sustainable environment (right to a favorable environment in the context of mountainous ecosystems) including by: - Providing the outline of the report. - Drafting it together with the Department. - Reviewing it and issuing recommendations/comments for improvement. 5) Support the Department in developing recommendations to State authorities based on the results of the desk research, data gathered as per questionnaire/s, and analytical framework (report). When analyzing materials (laws, policies, information from state bodies), developing questionnaire for monitoring and documenting, and producing an analytical framework with recommendations, the analysis should take into account and reference the climate change and human rights analytical framework of the Danish Institute for Human Rights, based on the developed questionary/questionnaires the policy briefs of the Special Rapporteur on Human Rights and Environment, and the recommendations from other human rights mechanisms (the Committee on Economic, Social and Cultural Rights (CESCR) and the Committee on the Rights of the Child (CRC)) and the requirements of the Aarhus Convention.

Qualifications/special skills

Advanced university degree (Master's degree or equivalent) in law, environmental rights, climate change, or related field. A first level university degree in combination with a qualifying experience may be accepted in lieu of the advanced degree Minimum of 3 years of professional experience in the areas of environmental protection and human rights, monitoring and documentation of environmental degradation, and climate change impacts on human rights. Proven experience in analyzing environmental legislation and policies as well as development of monitoring methodologies and tools is required. Familiarity with international human rights standards and mechanisms in the area of right to a clean, healthy and sustainable environment, strong analytical and drafting skills, and working knowledge of Russian and/or Kyrgyz are essential.

Languages

Fluency in oral and written Russian is required. Knowledge of Kyrgyz is an advantage
